PLANNING FOR THE FUTURE                   

 Developing a long-term vision and strategy for Building Better Lives for our employees and our community.

Amidst all of the uncertainty and challenges 2020 has presented us both at work and in our personal lives, I know a few things for certain; each of us has had to accept change, be resilient, adapt to a new set of behaviors, focus on what we can control, be positive and anchor ourselves to the future.  A future where some things will go back to normal while others will remain changed forever.  A future where Bartlett Cocke General Contractors is more unified, focused, and prepared to build better lives for our employees and our community for many years to come.

Early in March, before the pandemic hit Texas and before the resulting economic downturn, the US economy was strong. Bartlett Cocke General Contractors had achieved several consecutive years of healthy growth, had been awarded a significant amount of work in the first quarter, and had just kicked off a very important initiative to begin the development of our long-term vision and strategy.  The Vision and Strategy process started back in mid-December 2019 when the FMI Corporation, an engineering and construction industry consulting firm, was hired to facilitate the in-depth process and begin conducting research and collecting data from our employees, our clients, and the Texas construction market.

As the effects of the pandemic became more understood, important decisions were made to protect and preserve our employees and the company.  Another very important decision was made to continue planning for the future and to find a way to resume our Vision and Strategy planning with FMI.  In early June, two 12-member teams began meeting virtually on a weekly basis to establish our Strategic Vision.   The Core Ideology Team worked to clarify our Core Purpose and Core Values while the second team, the Envisioned Future Team, worked to set our “Big Hairy Audacious Goal (BHAG)” and articulate the vivid description which is an inspirational statement describing what our organization will be when our BHAG is achieved.

Vision is simply a combination of three basic elements:

  1. Our fundamental reason for existing beyond just making money.
  2. Our timeless unchanging core values.
  3. Our huge and audacious aspirations for the future.

I would like to express my sincerest gratitude and respect to each member of the Core Ideology and Envisioned Future teams for the energy, excitement, and tremendous amount of thought each contributed to the development of a  compelling vision that will set the direction for our long-term growth and success.  As we prepare to communicate our Vision to the entire company over the next several months, the two teams have now merged to form a Strategy Team which has begun evaluating the research data FMI has gathered to start the strategic planning process.   Ultimately, our objective is to develop a competitive strategy that reinforces our core values and brings life to our core purpose while stimulating the change, innovation, and improvement necessary to stimulate progress towards our BHAG.

We are only at the starting point of communicating our Vision and Strategy to the company.  While there will be much more information provided in the weeks and months to come, I want to share with you the Core Ideology which consists of our Core Purpose and Core Values statement.

I hope the words above seem very familiar and carry deep meaning not only to each of our employees but also to the clients and industry partners we serve.   This is the glue that has held our organization together over the past six decades.  Bartlett Cocke General Contractors is an enduring organization that will continue to grow, decentralize, and diversify for many years to come.  Our core principles must continue to be a source of guidance and inspiration to us all as we continue adapting, changing, and improving our company in this ever-changing world.  My hope is that 2020 will not only be remembered as a difficult time filled with great uncertainty but also as an important milestone in the history of our company when our focus shifted from building buildings to building a visionary company.  I am very excited about what the future holds for Bartlett Cocke General Contractors as we continue to focus our efforts on the important work of Building Better Lives for ourselves, our family, and our community now and in the future.

Most of us would think that glass that is put into a frame during construction is secure and would not think twice about being injured while walking through an entryway.

This Safety Alert-7 Struck by Falling Object should change your view and will hopefully raise awareness to installations that you may have on your current and future project sites.  We need to verify that the installed glass is securely placed into the frame(s) before the glass and glazing subcontractor leaves the project site to eliminate property damage and possible injuries arising from the incomplete installation.

Share this information with your field teams during upcoming Safety Huddles to raise awareness to all BCGC employees.  Please direct questions regarding these alerts or any other potential safety hazards to your Regional Safety Director.  Safety concerns need prompt attention to mitigate unsafe conditions and eliminate the risk of injury.

BCGC MENTORSHIP PROGRAM

We will be rolling out the Bartlett Cocke General Contractors Mentoring Program starting January 2021 and each quarter afterward!

We believe the Mentor/Mentee relationship is important for the development of our employees for increased engagement across the company. We would like to ensure that every employee going into the future has an avenue to obtain advice on how to navigate the construction industry. We would also like for some of our seasoned employees to have more opportunities to give back and help guide new employees.

PROJECTS WON IN THE SECOND HALF OF 2020

Region:  East Texas

Owner:  Texas A&M University System

Project: RELLIS Campus Infrastructure Phase III-A

Amount:  $12,348,000

Contract:  Design/Build (w/Gessner Engineering and Cleary/Zimmerman & Moose Engineers)

Description:  This project will extend the RELLIS campus infrastructure network to support the build out of the western half of the third infrastructure phase. The scope of work includes electrical, fiber and domestic water utility extensions to support future developments at the campus.  It also includes phase one of the storm water improvements consisting of new drainage ditches, a new Brazos River storm water outfall structure and new storm water piping; all to accommodate necessary drainage for the Ballistic Aero-Optics Material (BAM) and Innovation Proving Grounds projects scheduled to begin next year.

This is now the 8th project and the 5th Design/Build project TAMUS has awarded Bartlett Cocke since 2016.

Region:  East Texas

Owner:  Blinn College District

Project: Blinn-RELLIS Campus Phase II Building

Amount:  $25,600,000

Contract:  CMR

Description:  This project is the 2nd building to be located on the new Blinn College RELLIS Campus, which is located within the TAMUS RELLIS Campus. The building will be approximately 75,000sf and will include classrooms, dry lab spaces, offices, student service amenities, and a 5,000+sf fully covered outdoor terrace on the 3rd floor.  The extension of utilities, additional surface parking, site work, landscape, and irrigation improvements are also included.

Blinn College was partnered with TAMUS on the Agricultural and Workforce Development Complex we just completed on the RELLIS Campus in May.  The Blinn staff on that project stated on numerous occasions how impressed they were with the BC Team from start to finish!  They made this WIN happen!!!!

This will be the 7th BC project at the new RELLIS Campus in Bryan.

St. June Apartments

Region: Central Texas

Owner:  Stratus Properties

Project:  Amarra Multifamily

Amount:  $33,000,000

Contract:  Cost Plus Fee w/ GMP

Description: A new partnership has been forged with Stratus Properties (STRS) as they’ve selected Bartlett Cocke General Contractors for the construction of their latest multifamily development. The Amarra project consists of 8 apartment buildings totaling 187-luxury units with a resort-style clubhouse and is targeted to break ground in April 2021. The project, located in Southwest Austin, is perched upon the edge of the Barton Creek Preserve with breathtaking views of the Fazio Canyons Golf Course. This is a truly unique project that will be a great addition to our growing residential portfolio! Stratus Properties is a publicly-traded real estate company located in Austin, TX. Notable projects include Circle C, Barton Creek Country Club, and The W Hotel – Austin. Thank you to everyone who was involved in this pursuit.

Owner: Texas A&M University System

Project: Ballistic Aero-Optics and Materials Facility

Amount:  $20,277,000

Contract:  CMR

Description:  This new facility located on the TAMUS RELLIS Campus in Bryan will provide a contained test environment that bridges the gap between lab-scale Research & Development and national/government-scale range facilities for technology development, system testing and evaluation, and personnel training.  The BAM facility will be capable of evaluating high energy laser propagation, hypersonic vehicle performance and hypervelocity impacts on materials using on a large-scale, fully characterized test channel that can achieve controllable atmospheric conditions.  In other words…..Cool Stuff!!!!

The initial phase includes a 42,600sf, single story facility that will house a 2-stage Light Gas Gun with a Blast Tank; a materials test section; a 1,080lf combined Aero-Optics and Hypersonic Ballistics Test Range Duct; a Recovery Tube Soft-Catch section; a Vacuum Plant; and Control Room, storage and support spaces.  Site preparation, utility extensions, walkways, additional surface parking, and landscape/irrigation improvements are also included.

Owner:   School of Science & Technology

Project:   North East High School

Amount:  $20 Million

Contract:  CMR

Description: School of Science and Technology North East High School – We have been awarded the construction manager at-risk contract for SST’s first High School project.  The project value is approximately $20 million.  Bartlett Cocke General Contractors was not the low proposer on this project but was selected based on the work that our team did at the recently completed SST Hill Country project.  This is a very aggressively scheduled project comprised of a steel-framed building with a metal panel and plaster façade on an 11-acre site with a soccer field, tennis courts, and outdoor basketball courts.  The project is anticipated to start in December and complete in July of 2021.  This project is located near the intersection of Perrin Beitel Road and Wurzbach Parkway.  SST has plans for 1 more high school in San Antonio and 2 in Houston in the very near future.

Compass Rose Academy

Region:  South Texas

Owner:   Building Hope Development

Project:  Compass Rose Academy Windcrest

Amount:  $9,723,000

Contract:  NEG

Description: Compass Rose Academy Windcrest – The award of this project continues our relationship with Building Hope Development which started at SST Hill Country and now includes projects in San Antonio and Houston.  The project GMP has been approved at $9,723,000 and consists of a school facility for Kindergarten through Fifth-grade students on a 16.9-acre site.  This is the first phase of a three-phase development planned for the site. This is Bartlett Cocke’s first project for Compass Rose Academy.

Owner:   Medina County Emergency Services District

Project:   Rio Medina Fire Station #15

Amount:  $2.4 Million

Contract:  CSP

Description: Rio Medina Fire Station #15 – We were recently awarded this CSP pursuit for the Medina County Emergency Services District.  The $2.4 million project consists of a 10,830 sf fire station located on 2 acres near the Bexar County and Medina County line.  We are self-performing the earthwork and concrete on this project.  Work has started and completion is scheduled for June 2021.  This is another example where Bartlett Cocke General Contractors was not the low proposer but was selected based on qualifications and reputation.

Owner:    City of Austin

Project:   Dougherty Arts Center Replacement Project

Amount:  $20 Million

Contract:  CMR

Description: The Austin City Council directed staff to negotiate the contract for the $20M Dougherty Arts Center replacement project.  We will be teamed again with Overland & Studio 8 Architects (Austin CC Rio Grande Campus project) to act as CM’s to build the new community arts center on Butler Shores of the Lady Bird Lake southwest waterfront.  Our success with Overland/Studio 8, coupled with our performance for local educational/higher ed clients allowed us to beat out a crowded field that included Spaw Glass, Flintco, TS Byrne, Austin Commercial, Rogers- O’Brien, Linbeck, and others.

Interestingly, we are 4-0 as a company doing zoom/teams based project interviews.

Region:  East Texas

Owner: Alief ISD

Project: New Early Childhood Center #1

Amount:  $21,465,414

Contract:  CSP

Description:  The new Early Childhood Center will be the first of multiple full-day Pre-K Childhood Centers in Alief ISD.  The new center will be approximately 78,000 sf and will accommodate 550 students.  The school will provide an interactive, engaging, and highly visual learning experience.  The interactive components will be similar to the Dr. Sarah Jandrucko Academy for Early Learners that Bartlett Cocke General Contractors built for Mansfield ISD.  The design utilizes “houses” arranged along a communal corridor and adjacent to an interior courtyard.  Materials that are visually and texturally interesting are incorporated throughout the corridors to encourage exploration and engagement by the students. A set of four houses is arranged to make up a “neighborhood” that is then defined by the use of color, iconography, and wayfinding elements.

This project builds on our relationship with Huckabee in other regions.  This is our first project with Huckabee and Alief ISD in East Texas.

The Linden Residences

Region:   Central Texas

Owner:    Reger Holdings

Project:   The Linden

Amount:  $68.1 Million

Contract:  CMR

Description: BC has officially been awarded our first high rise tower!  The Linden is a 28-story residential tower located at the intersection of 17th and Guadalupe street with close access to the Capital, UT Campus, Medical District as well as Austin’s Central Business District.  The project consists of 9 levels of above-grade parking, an amenity deck with a pool on level 10, and 117 luxury condo units on levels 11 – 28.  The top two floors contain 5 two-story penthouse units with incredible city views.  The marks our 4th project award with Project Management firm CPM, whom has proven to be a great project partner.

Urban East Multi-Family

Region: Central Texas

Owner:  River City Capital Partners

Project:  Urban East Multifamily

Amount:  $55,000,000

Contract:  Cost Plus Fee w/ GMP

Description: After a highly competitive, select RFP process, Bartlett Cocke General Contractors has been awarded Phase I of the Urban East Multifamily project. The project consists of 2 precast parking structures wrapped with 381 luxury apartment units. The project will also include resort-style swimming pools, outdoor kitchens, and class A+ amenities. This project is a major component to the Riverside Corridor Revitalization Plan and will be key in offering much needed affordable housing for Austin. Financing is provided by both private lending and the Housing Authority of the City of Austin. We are also excited to add another new client as we wrap up 2020 and will be positioning ourselves for the Phase II addition. As always, thank you to everyone who was involved in this pursuit.

PROJECT SPOTLIGHT

UTSA Science and Engineering Building

The recently completed University of Texas at San Antonio (UTSA) Science and Engineering Building is spread across four stories with a mechanical penthouse on the 5th floor. In addition to classrooms, maker spaces, faculty offices, science, and engineering instructional laboratories, this facility also houses UTSA’s new chemical engineering program, which launched this fall. The bachelor’s program will prepare students for careers in the oil and gas, biotechnology, pharmaceuticals, environmental engineering and materials engineering industries. The building includes a two-story distillation column that will allow chemical engineering students to study different types of mixtures, just as practicing chemical engineers do in industrial facilities. The instrument was made possible by a gift from Bill and Margie Klesse through the Klesse Foundation.

Carlos E. Ibarra, Project Manager, led the efforts of bringing this project to fruition. Working with Carlos were Assistant Project Managers, R.T. Hoog and James Fletcher. David Winkelmann served as Superintendent, keeping the subcontractors on schedule and assuring that the field ran like a well-oiled machine. Supporting David were Assistant Superintendents, Tyler Ritchie and John Williams. Assuring the integrity of the work were Quality Control Managers, Karl Larsen, and Todd Fleming. Safety Coordinator, Eric Knapick and Safety Assistant, John Smoot did a stellar job of ensuring that all safety protocol was followed. Joey Myers, long-time Project Administrator, used her experience in managing paperwork and filing required forms, ensuring records were maintained in an orderly fashion. Other notable team members that contributed to the beginning and middle stages of the project are Alicia Marquez, Aaron DiFilippo, and Victor Falcon.  Overall, this team demonstrated the famous saying, “there is no ‘I’ in team.” Together, they provided the highest dollar amount endeavor that UTSA has achieved to date. Congratulations to each of the dedicated team members for their role in providing a facility that will enhance this already renowned institution.

Texas A&M Agricultural & Workforce Complex

Another project on the Texas A&M University – RELLIS Campus has been completed by Bartlett Cocke General Contractors. The Agriculture and Workforce Education Complex was the result of collaborative efforts between the A&M System, the Texas A&M University Department of Agricultural Leadership, Education and Communications, and the Blinn College District.

The $15 million facility will be home to the Texas A&M Agriculture Science program as well as the Blinn College’s workforce training program. The 38,000 square foot complex is composed of a 16,000 square foot building that houses five demonstration and traditional classrooms incorporating teaching and simulation technology as well as a seminar room, computer classroom, faculty offices, and a large space for students to collaborate on projects. The complex also contains an 11,000 square-foot Agriculture Trades Pavilion and an 11,000 square-foot Construction Trade pavilion that will serve as a large open laboratory space for students to get hands-on experience working on full-scale projects using equipment found in their chosen profession.

The Texas A&M Agricultural Science program will help prepare and place agricultural science teachers into high school classrooms across the state of Texas. While the Blinn College District’s workforce training program will provide students access to training ranging from advanced manufacturing, welding, carpentry, and HVAC to plumbing and electrical trades.

“This world-class facility will ensure our students are able to get the practical hands-on education they need to be successful upon graduation,” said Texas A&M University System Chancellor John Sharp (Texas A&M University System Website).

The project team was composed of Andrew Nielson, Senior Project Manager; Anthony Fleitas, Project Manager; Nicolas Bolen, Superintendent; Dillon Poole started the project as an Assistant Superintendent but completed the project as our Quality Control; David Hughes, Site Safety; Jorge Ibarra, Assistant Project Manager; and Courtney Richardson, Administrator.

WE HAVE BEEN TRANSFORMING IDEAS INTO AWARD-WINNING PROJECTS

San Marcos CISD - Rodriguez Elementary SchoolWinner of 2019 AGC Austin Chapter Excellence in Construction Award

San Marcos CISD’s newest elementary school features glass elements, courtyards, an outdoor community space, and a two-level media center and is placed in a rapidly growing part of the District. Rodriguez Elementary School is located on a very tight sloping site with poor soils that are characteristic to the area east of Interstate 35. The H-shaped building steps down at the crossing center segment of the building to take advantage of the site contours. Among the features are specially designed learning pods aimed to serve as co-teaching spaces with small group breakout areas that connect to the classrooms. High-performing acoustical environments to foster the sound recognition necessary for language development have been integrated into the design and surfaces have been selected to prevent noise bleed off from space to space. Classroom learning pods and common spaces open to outdoor learning spaces in the form of split-level learning courtyards that incorporate science and robotics curriculums, serve as a space to hold art classes and allow for deeper connections with an outdoor presentation area. Connecting the courtyards in the heart of the school is a dual-level media center.

Wimberley ISD - Blue Hole Primary SchoolWinner of the Texas Water Development 2020 Texas Rain Catcher Award for the school's rainwater harvesting and advanced reuse system.

Blue Hole Primary School, named for the iconic natural swimming hole in Wimberley is a new campus serving pre-k through second grades with 40 classrooms, a gymnasium, a library, a cafeteria, and several smaller reading and math intervention classrooms. The campus is surrounded by 126 acres of forest and grassland slated for preservation and is accessible to the students and staff.

A major component of the single-story school structure is its status as the first One Water Campus in the state with plans to include rainwater and HVAC condensate collection together with wastewater treatment and reuse as a central sustainability element. The focus on water conservation extends to the design of a green stormwater infrastructure as well as open space preservation and the educational value of that asset.

American Heart Association Heart Walk 2020

Overall the SA HEART WALK raised: $507,342

BCGC raised: $27,306

This year the American Heart Association (AHA) added a step counter to their app. It was fun to see who was moving the most at BCGC. We awarded two $50 gift cards to the top walkers… Brandon Sciba & Letisha Collins!

Jackson Bailey organized a T-shirt sale in East Texas with all proceeds going to the American Heart Association.

We raised over $1600 in just T-Shirt sales throughout the company!

The CTX office held a weight loss challenge along with the heart walk. The pay-in was $20 a person. The winner with the highest percentage of weight loss was Alex Medina, winning a total of $190!

Sean Stevens, Vice President of Operations – Central Texas, offered up a stay at his beach house for the top CTX fundraiser. The winner was Rebecca Griego, who organized the office weight loss challenge and really made this year’s event fun. Thanks Rebecca!

CLC TOY DRIVE

The Austin AGC Construction Leadership Council held a toy drive this year with all proceeds going to Travis County Sheriff’s Operation Brown Santa. The Bartlett Cocke CTX office was a drop off location through Laura Malek, CLC Education & Community Chair, and we had great involvement this year. We gathered over 50 toys and many generous monetary donations. Special thank you to Sean Stevens, Marc Hibner, Shawn K Parker, Canyon Williams, Rob Havins, Dominique Revada, Molly Pitts, Ryan Kahn, and Clayton Bishop. A special shoutout to David Haffelder for being the delivery crew for the Brown Santa toy drop off!

The Bartlett Cocke General Contractors Scholarship is now open for applications.

The scholarship is open to children of current Bartlett Cocke General Contractors employees.   Here are the criteria for the scholarship:

The Student must:

  • Be the child of a current employee of Bartlett Cocke General Contractors;
  • Be a U.S. citizen, resident, and graduate of a high school in the State of Texas;
  • Be between the ages of 17 and 22;
  • Have above average grades throughout high school;
  • Have participated in one or more high school extra-curricular activity;
  • Demonstrate good citizenship traits; and
  • Attend or going to attend any two- or four-year accredited college, university, or vocational/technical school in the United States;

The scholarship can be awarded based on merit or need for financial assistance. The student can be pursuing any degree. This is open to all regions. The child can re-apply each year they meet the above criteria. This year the foundation has incorporated an eligibility quiz so students know every individual scholarship for which they may be eligible.

The process for applying has changed. The San Antonio Area Foundation has created a universal application that would give students the opportunity to be considered for multiple scholarship awards, not just Bartlett Cocke’s Scholarship.  The application has opened and will remain open until Feb 1, 2020.  Our scholarship fund can be found on this universal application.  Please let your children know this would be the application they should complete.
